Transmission Engineer/Analyst

The primary responsibilities of this role are transmission system analysis for identifying available transmission capacity in various RTO/ISO markets to steer greenfield project siting, strategic analysis of the interconnection procedures, queue positioning, and prepare, submit and manage interconnection requests through to an Interconnection Agreement with favorable terms.


Responsibilities

  • Support greenfield development by performing and reviewing transmission system analysis, identifying interconnection agencies and procedures, prepare and file interconnection requests including supporting internal and external parties on preparation of technical materials, provide viability feedback the team and other internal stakeholders to support any financial and project approvals needed.
  • Review and analyze utility pre-screen reports, System Impact Studies, Interconnection Service Agreements, and manage a portfolio of utility interconnection applications from initial submission through closeout.
  • Development of single line diagrams for distribution-level and transmission-level interconnection applications & electrical permits
  • Manage the electrical design and interconnection application process for utility scale PV, storage, wind, and hybrid projects, identify reliability and congestion constraints for FERC jurisdictional projects, other non-FERC like ERCOT, and develop integrated solutions.
  • Analyze interconnection due diligence materials to support project acquisition efforts, identify existing and potential red flags.
  • Review utility impact studies and upgrade estimates to identify cost or time saving measures.
  • Manage external consultants performing interconnection and transmission studies as well as curtailment and congestion analyses.
  • Serve as subject matter expert for utility requirements and medium-voltage design
  • Lead utility status calls, maintain utility relationships, and manage utility performance to tariff deadlines.
  • Lead technical utility negotiations and drive implementation of non-wires alternatives, selective curtailment, and other grid-edge technologies.

Skills

  • Familiarity with reviewing and running power flow models.
  • Modeling experience in at least one of the following simulation software is preferred: Power World, TARA, PSS/E
  • Knowledge of System Impact Studies (SIS) and other interconnection studies of renewable energy generating facilities with the ISO/RTO markets.
  • Understanding of electrical diagrams, preliminary site plans, and preparation of interconnection request packages for submittal.
  • Awareness of transmission systems and transmission expansion plans in US.
  • Knowledge of Open Access Transmission Tariffs and Generator Interconnection Procedures.
  • Ability to lead advocacy and technical negotiations to facilitate advancement of Advanced Power’s projects.
  • Experience with substation design and transmission-level power system protection and coordination is preferred.
  • Working knowledge of NERC planning standards.
  • Working knowledge of FERC rules and regulations.

Qualifications

  • BS in Electrical Engineering or related field.
  • Legally authorized to work in the USA for any employer.
  • Excellent communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations.
  • Ability to perform effectively in high-pressure situations while maintaining focus and calmness.
  • Ability to manage several projects simultaneously.
  • Ability to provide timely assessments with limited information and/or assumptions.
  • Proficient with the use of personal computers and automated tools.
  • Engineering experience specific to electric utility scale renewable projects.
